It was a truth universally acknowledged that the Doctor and Rose were in love with each other.
Well, it was acknowledged by everyone but them.
To Donna's endless frustrations, neither of them had made a move to finally snog each other once they were reunited. The way they looked at each other, the complete lack of personal space and an unresolved sexual tension, which was so thick you could not cut through it with a knife, drove her crazy and it was taking all her willpower not to feed them some sort of alien aphrodisiac and leave them alone for a couple of hours.
When asked, both of them would deny their feelings, claiming they were nothing but good friends. The Doctor would often add how he had rules for this and rule number 1 was to never get romantically involved with any companion.
Meaning Rose and the Doctor as a couple was apparently a no-go. However, that did not stop Donna trying to make them admit how they felt.
She tried getting both of them drunk in Las Vegas, hoping they would get married straight away by some random Elvis impersonator. However, the Doctor did not get drunk and after having drunk little to no alcohol for a few years, Rose quickly passed out, meaning they had to carry her back to the TARDIS and had to stay silent for an entire day for fear of Rose shouting at them.
She had tried setting them up for Valentine's Day, but found out both of them hated that day. She then tried to get the TARDIS to lock them inside the Doctor's bedroom, which did not work either. When she came back, they were playing Monopoly.
Six months after Rose had returned Donna was ready to slap some sense into both of them. They were her friends and she wanted nothing more than to see them happy. Watching them sit next to each other on the sofa in the library, Rose practically sitting on his lap as they told were laughing at a story about a werewolf and Queen Victoria, she broke.
"STOP IT! JUST STOP IT NOW!" The Doctor and Rose jumped at her shouting. "You two," Donna said, sounding a little calmer, "are the two most oblivious people I have ever met and it is driving me friggin' insane! Doctor, for someone claiming to be such a smart skinny alien, you don't have a clue what's right in front of your nose, do you? And as for you Rose, why haven't you snogged him yet? You crossed frigging universes to get back to him, but you deny that you're in love with him? I just don't get you two and if you don't snog soon, I'll go and throw myself into the nearest black hole."
They both stared at her in shock, the Doctor opening and closing his mouth several times, clearly figuring out what to say. However, Rose beat him to it. "Donna's right, we've both been idiots... or at least I have." She looked at the Doctor. "I-I am still in love with you and I have wasted six months of our time together, because I was afraid that... well... that you'd reject me."
"Rose Tyler..." the Doctor began, carefully considering his next words."How could you possibly think that? After all the things we've been through, how could you doubt what I feel for you?" He smiled at her, before leaning over to whisper something in her ear. As he pulled away, Rose grabbed the lapels of his jacket and pulled him to her, snogging him. Very thoroughly.
"Finally," Donna said. "And that is how you get an oblivious alien and a stubborn human to admit their feelings for each other. I should do this professionally." She looked at the snogging couple. "Blimey, don't those two need any air?" The snogging continued with added groping. "Are you gonna be like this all the time?" She looked horrified. "Oh, what have I done?"
